Biggest Hurdle for HR 392 or any Immigration Bill to reduce backlog is

1. Corporate like Microsoft, fwd.us, Intel, and desi consulting companies.
2. AILA - American Immigration Lawyer Association

They want this backlog to continue as we provide white collar slavery for the corporate and bread and butter to AILA in form of extensions and renewals.

IV, SIIA, RHC; even if they have the best of intentions cant make even a small dent as they don't have that kind of funds or lobby power to take the giant corporate head on.

Why will a company like Microsoft that pays way above market standards worry about retaining employee just by keeping them on visa? Also H1b s make only some percentage in Microsoft and it doesn't make any sense to lobby some bill that tries to retain a fraction of employees.

Also people who work there are skilled enough to move jobs and don't worry about visa sponsorship as it is always available for someone who is super skilled.

BIG giants like product companies Microsoft/google/DELL/IBM and SW DEV companies like INFI/CTS/TCS/Deloitte/ Etc.. all are depending on 100000+ small vendors. If dates moves, definitely every one will move from their employer/vendor/field of interest with in software application/Developments. It will creates a BIG WHOLE/SPACE/GAP for all above BIG Brothers. That's why they intended to hold a person at least 10 years but its becoming 70+ years.

If USCIS OR/Labor Depot releases a data (for each H1b applicant's employment tenure with an employer) to public, then every one will understand how these so called high skilled workers are bonded with one employer for life time.
those who are all working with same employer fro more than 6 years means, definitely he/she is in helpless situation and waiting to file I-485 to escape from that situation.
