I collected my degree formal certificate after several years of passing. Provisional certifcate which I get after passing degree doesnt mentioned word "Provisional Certificate". So USCIS said I cannot show 5 years of exper for EB2 application.

IN responce to RFE we sent letter from COllege that I completed all Degree reqirement in 2006. But USCIS said its not enough evedance to show completion of degree in 2006. Dont know which evedance is enough. Now I shared letter from Uni, hoping will work.
