You have stated that you received EAD on 7 Nov, is that correct?
My bad- Nov 7th is the RFE replied date.
I've spent half of my life understanding the approval patterns for USCIS. Here are my few of my observations applicable only to Vermont EAD processing.
1. The renewal queue appears to be different. This means that the processing times are different, perhaps slower than new applications.
2. RFE queue is a sub-branch of renewal queues. You would need to watch out for other's statuses who are actively in the RFE line.
3. The turn around for RFE applications is 60 days. I have observed all applications to have been approved before this limit.
4. Vermont processing is not first come- first serve as they indicate in the general websites. A randomly generated protocol is being used.
5. Expedite processing request does not impact your position in the queue.

Hello - could you please clarify if you applied for H4-EAD renewal along with H4 status extension? I applied for both in Vermont service center in July 2018 and haven't heard back on either yet.
No this is a standalone EAD renewal. EOS + EAD do take longer, atleast from what I have seen.
