I am trying to find out how long it will take to approve the I-140 (after RFE) and know the possibility of approving the greencard before 8/17.

When you posted RFE Reply date, is that the date your reply arrived by mail to the office or the day they updated the system?

Also, did they updated the status on the system after the RFE reply or does that continue to show "a notice for more evidence was sent...."

greencarding: They updated the message. I think the date is when i send the reponse. It did not take long for them to change the message (< 7 days). Good luck
